Commissioner Shay of Windsor was appointed as a PCSW commissioner in 2010 by then-Senate Majority Leader Denise Merrill. She has a lifelong commitment to fair labor practices beginning in 1968 as a fact-finder for the Connecticut Department of Labor and soon becoming a union representative for AFSCME. She continues to work, on a per diem basis, as a mediator on Connecticut’s tri-partite State Board of Mediation and Arbitration, representing the labor side of negotiations.

In 2000, Shay was given the Woman of the Year Award from the Coalition of Labor and Employment Women.
